Webpart causing access denied to page

Dear All,

We have just migrated from classic experience to modern experience and have come across this issue.

On the classic home, there are list / library webparts placed.

Not all users have access to all the lists / libraries but on the classic page they would see the message that they dont have access to that list and the rest of the page would be fine.

Now on the modern experience what we find is that, the page lazy loads each webpart and when the list / library to which the the user does not have access loads, then the who page says Access Denied even though it was visible for a fraction of a second.

has anyone else seen this?
