We're seeing the same error in the same context: File Viewer web part on the SharePoint modern page. It seems obvious that the underlying issue is that the user who created the file is no longer an employee, and their account has been removed.
Outside of the File Viewer, files by this former user can be opened, edited, and saved. Of course, none of these actions change the value of "Created By", which continues to reference the former employee's account.
Apart from re-creating each file authored by this user, a tedious process, I'm not sure how to resolve this. Any ideas?

Hi Joseph,
After discussions with Microsoft support we found this issue was caused by our company changing our domain name in the email addresses. We changed from @companyXYZ.com to @companyABC.com.
Files which were uploaded by a user when they had the original email address can no longer be displayed using the File Viewer Web part. (The file viewer web apparently makes use of the document author field when displaying the document, so if the author now has a new email address they cannot be found).
Microsoft advised you could either re-upload the documents again or use Powershell to bulk update the author of the documents. Note the Powershell update is not covered by any express or implied warranties by Microsoft...
