We have managed to created a custom-tailored solution using SPFx, React and SharePoint online as database. Potential features are as listed below.

#1 Self Assessments(Lead/Non-Lead user), Peer Assessments, Company Feedback(All employees) and Team member assessments(Lead review)

#2 Approval process going through 3 levels with automation

#3 Comparison window to review assessment done by self, peers and lead with ratings and comments

#4 Admin configurations for settings up New Assessments, Configure weekly window for all above options, Questions configuration with various options and many more.

There are many third party application also available but with limited customization as per company expectations.
