Unable to remove custom permission level on site collection

Even if permission level is being used you should still be able to delete it. It'll remove the associated groups and users with permission level from sites or libraries. May be you should try using powershell.
Yes, I found a way to delete that permission level with PowerShell. But it would've been nice to have learned what could've caused this. Thanks.
