Unable to open task item in new experience *_000
Looks like it worked briefly, now the user is reporting the issue again. Back to square 1...
It's an issue with specified number of items to display.
Open the list -> Click on All Items in the top right -> Edit Current View -> Scroll down to Item Limit and change the number of items to display from the default 30 to your estimated maximum number of list items. I've gone out to 2000 and it seems to have solved the issue.

LiamP415 I've tried your suggestion on both a task list that was migrated, as well as a brand new task list and it didn't work for either of them. It still downloads the item when I try and open it.

Note, you might have to change the 30-items limit in more than one place. So if you've made a list, you (also) have to change the limit on that specific list:
On the list in question, under ALL ITEMS chose EDIT CURRENT VIEW, then scroll down to ITEM LIMIT and change there.
Also check that you've not just made the change under GROUP BY or other places where there's also a limit of 30: It has to be under ITEM LIMIT. - Scott MorrisMar 18, 2019Copper Contributor
Changing the dialog settings and the limit settings did not have any effect for me. The only way I could resolve this is to turn off the new experience and go back to the old classic experience which just ruins the usability of my site. Users don't understand when some page show up in the new vs. classic and cannot remember how to navigate both. Wish there was a better fix for this issue other than just turning off the new experience.

User Voice? You mean the place where the highest voted request on Sharepoint is this feature, that Microsoft has claimed that they are 'working' on for the last 2+ years but can't give an updated status on: https://microsoftteams.uservoice.com/forums/555103-public/suggestions/16911079-support-for-private-channels ?Microsoft has clearly demonstrated that they don't take User Voice serious.

Alas, not a 100% solution.
If I search for something on my list, I still get the error if I try to open from the search results 😢
Don't get me wrong: LiamP415 's workaround is still great, just not a 100% solution.
Microsoft, please fix!

I can confirm this seems to solve the problem!!
Looks like the 'items to display' (that sets the limit of items shown in 'classic experience' view) somehow gives this error in 'non-classic' view.
The drawback to this solution is of course that you will be shown much longer lists in 'classic experience' view (not a problem for me: my current list wont' be longer than 200 items).
