Out of curiosity: what type of site template is based your site on?
And are you already using the modern site?

I have seen that navigation works a little different there depending on the features you activated.
It could be that it is only available correctly at the front end with the edit buttons.
- I've used the edit buttons as a workaround. However, it is definitely a bug. I reproduced it on my clients tenant and the same error occurred. I submitted the issue to support and they are looking into it.
