Unable to Edit content type for ONLY one item at a time

Current state:

SP 2013 On Prem built Content type list OOB intake forms.  Member's request is linked to a SharePoint online list and related team have access and handle it at background.

Situation:

Now on O365 SP Online and replicating the OOB Content type list intake form also.  The issue happen when editing the content type once the request has been submitted.

Reproduce steps:

Built in site settings the site columns and site content types.  From there created the list and pulled in site content types. Next button order adjusted to only show content type New.  In the list selected new to have pop up for new item and copied hyperlink.  Placed hyperlink on a SP page via quick link webpart and hyper-link also adjusted the source to point back to the SP page the link is on vs going to the list itself.  Once that was done went back into list settings and readjusted the content button order to show the other content types.

Even if I don't adjust the content button order or if I do when an new item created and I go into the list itself and try to edit via the edit button and change the content type and hit save the pop of box goes blank except for the title of the form at top.  Found out cannot do quick edit with content types so next was the bulk edit.  This gives the same issue as edit when you want to adjust only one item.  If I do more than one it works, but most cases only have one item to adjust at a time and they are not dependent on each being the same.
