Triggering Workflow after an approval and a SharePoint first release question

Triggering Workflow: Using SharePoint online I have a workflow designed for someone to approve it then after its approved a notification is sent to others alerting them its approved and to continue. I have configured the OOB Approval 2010 in workflows. I dont have content approval turned on in settings becuase the list needs to update after approval. After Approving it an email is setup in sharepoint designer to send an email to other people and oddly it appears that sharepoint doesnt recognize an approval as a trigger for something new or something that changed when the approval status changes. Has anyone else experienced this? I have tried configuring the email notification from the list itself and the task list for approvals and both New and Change under Start Options doesnt work. 

Also my question in regards to First Release. If I have one account setup for first release and I implement a new feature that isnt general yet, will the general release members see the new feature if its used?
