Office 365 / SharePoint Online provides no built-in ways for you to promote sub-sites to site collections. I think the best migration approach is to design your new structure based on site collections and hub sites and then migrate relevant content to its new place within your redesigned structure. This also gives you the opportunity to cleanup / remove possibly outdated content. You will probably end up using a 3rd-party migration tool for this such as ShareGate.

paulpascha You confirmed the path we are on. ShareGate is very expensive for our needs, something microsoft should just have built in (Simply, migrate a document library from one site to a new site).

Thanks for this tip... we had looked at it before but it does not migrate WITHIN a Sharepoint Online tenant. We want to go from Classic site to Modern site all within our Tenant.
If you or others understand it differently please let me know.
