Ok I was able to figure it out.
Basically the issue is that the site is the Root site. I found this information that states if the site was setup before April 2019 its a classic layout. https://docs.microsoft.com/en-us/sharepoint/modern-root-site
Which eventually led me to the instructions on how to "modernize" the root site. https://docs.microsoft.com/en-us/sharepoint/modernize-classic-team-site#sharepoint-admin-instructions
So honestly all I had to do was disable the publishing feature and then everything snapped in place. https://support.microsoft.com/en-us/office/enable-publishing-features-479677a6-8b33-4ac7-907d-071c1c7e4518?ui=en-US&rs=en-US&ad=US
