timesheet creation on Sharepoint online

I want to create a timesheet in sharepoint online, with below conditions

1. step1: create an engagement including engagement team members.
2. step2: create a timesheet for users to enter work time.
3. step3: closure of engagement.

Users while booking time, they should only see the engagements they were tagged/working on engagement. is it possible to map users for the engagement they are working. Please suggest for any alternatives on this request.
