Term Store Disappeared Error loading navigation

Today my Term Set disappeared and I have the following error when I try to create a new one: 

 

The Managed Metadata Service or Connection is currently not available. The Application Pool or Managed Metadata Web Service may not have been started. Please Contact your Administrator.

 

On our main page is the following:

 

 

Our Sharepoint is hosted by Microsoft and not on-premise, so I can't restart the IIS.
