Team Site or Communication Site? Which one should I choose?
I spent a long time on a Policies and Procedures project for a large world wide organization. We decided to create a central P and P site for the approved and published content and to use a working site for drafts and collaboration. These type of documents belong to the corp and not to the departments. Departments come and go during reorgs, the centralized site provided that company a better long term solution that helped to ensure a consistent implementation accross multiple business units.
Just to clarify, did you mean spinning up a working site for a policy/procedure in draft and closing it out once it is completed?
I agree, approved copies should be available at the corp level.

No, we had a working site that was in use continuosly. It took many months to get all of the docs reviewed and approved and there was a requirement to review approved docs on scheduled basis. The working site was in constant use by a wide variety of people, but the actual people using it changed every month. We used several different libraries with custom permissions to help ensure that the right people worked on the right docs.
