Task App

I can't add the Task App as of today, 9/16/21 because it's not available.  Has it moved? Can you help me understand how to add the Task App?  

The importance of this app was we could create a task list from the Task App and it provided a bi-directional sync between the Task App and MS Projects.  Has it moved? Help, please?
