Tag or Label in Sharepoint Online to link to topic page

Hi all, 

I am trying to 'tag' content in SharePoint Online, but want that tag to then be hyperlinked to a page about that tag (a dedicated page - not a search result).

I have been able to use either Managed Metadata Terms or Enterprise Keywords to tag my Lists and Page Lists. But I cannot find a way to make them hyperlink to a specifically defined page per tag.

Many items will have more than one Tag, so I cannot just use a Hyperlink Field.
I do not want to use a "multiple line text" field because I do not want the user to need to create the hyperlink themselves (and know where it should go!).

Is this possible with SharePoint?

Do I need Admin access to set it up?
