How do I create a dynamic Table of Contents for a document library?

- Not really possible right now until they expand on dynamic web parts, or you create your own web parts to handle it.
PowerApps can work with Document Libraries so you could create a powerapp and put it on a page as a web part to provide a UI and include a ToC for looking at documents from that library. Integrated support for that is being worked on I believe so you can load that from SharePoint library itself.
