Stuck in Classic Mode

We had the same issue. The solution for us was a permission issue. The user had direct access to a library, but limited access to the site in which the library was located. We gave Read access to the user to the site and the issue was resolved. They were able to toggle between classic and modern experiences. Some functions in SharePoint require the user to have at least Read access to the site. Limited access was supposed to overcome this type of issue but apparently not all cases. Hope it helps.
