Strange Auto-Publishing Behavior in a Homesite

The likely reason for this is minor page versions being disabled in the site pages library settings.
Go to:
Site Contents > Site Pages > Settings > Library Settings > Versioning settings.
Change the below setting to "Create major and minor (draft) versions":
Don't forget to then also change draft version access to "Only users who can edit items":
