SPO - Workflows are not available

We are using SPO 2013. On the Site Collection Features, all "Workflow" options are activated like (SP 2007, Workflows, Publishing, Disposition etc.,)

But on the "Workflow settings", I don't see "Add Workflow" button, but "Remove Workflow". I logged in as administrator.

Also that page displays

There are no Sharepoint 2013 workflows associated with the site

There are no Sharepoint 2010 workflows associated with the site

What are the other options to activate these workflows?
