SP Modern Pages Limitations

I'm working in SharePoint Online and I seem to be unable to get the audience targeting settings to work in my list with the modern experience.  I flip my list to the classic experience so I can edit the web part settings, expand the Advanced section and enter the appropriate group in the Audience Targeting.  It seems to work great with the Classic view - a user not in the audience doesn't see anything on the page - but if I switch the list back to the Modern view that same user DOES see the list items on the page.

Anyone else run into this, or am I doinig something wrong with the audience targeting with the modern view of my list?
