Some files can only be downloaded in classic mode

Multiple users reported that  sometime they can't download a file, clicking on the command simply does nothing, no error, nothing.

Not something related to browser, tried in different computers and no one can download it.

As a workaround I found out that switching to classic mode let them download the file.

Any idea on this strange behaviour?
