Site Swap & Legal Hold Issues

UPDATES: If the old root site is swapped back to the root again, re-open the case, re-apply the hold until it is successful, then remove the hold and then it should allow you to completely remove the hold from the site.
Because of this, it hints to me that the legal hold will need to be removed prior to the site swap otherwise we will deal with the headaches in the future in trying to remove it unless someone can confirm that this is a bug.
