Site navigation menu for document libraries with unique permissions

Hello All,

I am hoping the SharePoint community can provide guidance on creating a security trimmed site navigation menu for document libraries with unique permissions. 

In Classic SharePoint I could use the Table of Contents web part on the homepage and the document libraries would be trimmed and organized in a user friendly way.

The out of the box left navigation was not received well by our end-users. With 16 document libraries with like names i.e. ABC Committee (Open), ABC Committee (Closed), it was difficult for end users to navigate.

Any guidance is appreciated.
