Site Design Template not Applying

NeilNorpa a little late but hopefully helpful, I'd remove everything from here "themeJson": {} and replace it with "themeName": "Title of your theme" under the "verb": "applyTheme", You need to set the theme first before you applyTheme.
To apply your theme use this below.
