I've slept since then, but I'm fairly certain the way the "Show site creation" option worked then vs. now changed where you could hide it fully and still get the button if you have group creation privileges.

Thank you for the feedback, really appreciate it. It is interesting seeing the article that talks about the changes as I noticed a screenshot that shows new options under the site creation section in the SharePoint Admin center where you can specify the site templates (modern or classic) that would be available as a choice if site creation is enabled. We do not see that on our tenant yet.
