Site Collection Allow/Deny Settings
In my tenant (first release) I see additional settings that allow you to configure an allow/deny list at the site level instead of just at the global level.
I'm not sure but I think the settings are there for quite some time now. I've just checked a tenant with first release disabled and the settings are there too.
I believe the additional settings were announced in this blog from april 2016:

I believe that was the initial rollout of the allow/deny capability at the global level (SharePoint Admin Center -> Sharing).
Does anyone know about the allow/deny list settings at the site collection level?
- Feb 15, 2017To me is also something new and I don't have a clue for how long this setting has been there...by the way, Microsoft is releasing new stuff in regards of sharing information from SPO in a more secure way

Microsoft
Hi all,
The site collection allow/deny list feature for sharing is fairly new and is still in the process of rolling out. If you have any additional feedback on the feature (or questions), just let me know. Thanks!
