which horizontal bar do you mean? Here are a fully documentation from the WebParts:

The space and width of the web part are unfortunately limited, by-design.

DaveMehr365 when i have 15 columns inside the Details View, i can not show all the column inside the screen , so i need a add horizontal scrollbar to be able to scroll horizontally to view all the columns. did you get my point? i should say Scroll Bar and not Tool Bar apologies..

it's correct, at the moment you have no more options. Maybe you bring more informations on one screen with a custom template.
