Sharing email notification to receiving user

Unfortunately you cannot apply (for now) custom branding in the notifications sent by SPO and ODFB when a file was shared. Microsoft has enabled some custom branding if you have configured your personal brand in Azure AD so the company logo is also added to the sharing e-mail, but that's all....your requirement is one of the biggest ask around sharing in SPO and ODFB, but we don't know what Microsoft will allow us in this regards and when
If I were you I would snoop around at the option of setting up Exchange transport rule for this. You should be able to trigger a rule based on that Template since all the sharing notifications CC or go to people's sent Items now. You might be able to come up with something that triggers when this happens and then act on that by sending a trigger e-mail to a mailbox that flow monitors then handle sending out a custom notice.
