SharePoint Workflow Status Stuck in 'Starting'

I use SharePoint 2016 and use SharePoint Designer 2013 for the workflow. I have a site that I use in the office. I have 2 custom lists with separate workflows. I have created conditions that triggers an auto email but it has been 3 days that whenever we upload a new item, the status is stuck in 'starting' and never changes.

    First of all, what kind of workflow is it? the old model(2010) or the new which resides in a seperate application pool?

    Have you setup the Workflow Manager, in case of the new workflow applications?
