SharePoint site visitors cannot access or edit files in site shared library

Is this still correct? I just recently changed one of my test users to Site Visitor and yet that account is able to make edits to the SharePoint site. To ensure I was viewing the SharePoint site as the test user, I opened a FireFox window in private browsing mode.
Is there a more appropriate place to report this?
