SharePoint Person or Group Sort Logic?

Does anyone know how the "Person or Group" column sorts the users within each row?  Ideally I'd like to control this order so that a Power Automate approval flow can iterate through the users in a cell and wait for their approval in that same order.

Right now, when I add users into this column for a specific row, it changes the ordering of the users as soon as I save.
