SharePoint OnPrem Redirect settings.aspx to custom error page

Greetings,

Is there a way to disable access to layouds\settings.aspx from the URL of extended web-application and redirect it to a custom error page? 

We need to publish a URL and need to be sure that the settings page is not accessible from outside our LAN
