SharePoint online with Hybrid AD Users

Dear Experts,

As per Microsoft site to access SharePoint online , it require license for all users.

My question is , I have around 1000+ users in our active directory and we have hybrid AD authentication with office 365. And around 500 E3 license we have for Office 365.So technically only 500 users can access the SharePoint online site.

But If I am checking with user which is not on office 365 can still use SharePoint. User can read /write and delete ,download the contents.

So these are my question on this

1) How it is working , if user require license to access the content ?

2) What are the limitation if these goes well?

3) Is Microsoft is going to change this on future ?

Any more lead on this ?

    From the technical perspective, Microsoft does not currently block unlicensed users accessing SharePoint Online.

    From the legal perspective, you need all users to be correctly licensed if they are accessing SharePoint Online.
