Solution/Workaround
To work around this issue, only use the term store tool to import term sets that contain fewer than 5,000 terms. To import large term sets, use the Client Side Object Model (CSOM).

Not aware of a limit in the Import process...there is a limit in the number of terms you can create: Managed metadata - 200,000 terms in Term Store, 1,000 global term sets, 1,000 groups.
