SharePoint Online Temp Employee License Question

Hi,

We have seasonal field staff that don't need access to any system/device hence have no Microsoft account. There is a need to provide them read only access to SharePoint Online based Intranet to avoid email notifications to their personal e-mails. The staff gets onboarded/offboarded based on ongoing projects.

Wondering if using Azure B2B guest account is best option and we are not violating any MS license terms.
