SharePoint online Site Settings/Site Permissions vs. Site Contents/Site Permissions different result

Can anyone explain why SharePoint online Site Settings/Site Permissions and Site Contents/Site Permissions have different results?

 

Site Contents/Site Permissions has:

Site Owners, Site Members and Site Visitors(With People in the visitors group)

 

Where Site Settings/Site Permissions has Inheritance removed and only has an Edit and Owners group, no visitors group, where are the visitors stored?

    Is the site a classic stand-alone site or a Modern Office 365 Group/MS Teams Connected site?
    In Group connected sites, the permissions are setup in Azure AD security groups. New users are added to Azure AD security groups.
  • This by design...Site Settings/Site Permissions is the classic way to get to site permissions on the SPO Site while Site Contents/Site Permissions is the modern way

      I understand that, but the results don't always match, users added the new way are not always added to the legacy groups, that's what I am asking about.
