    Hi Robert,
    My answers bellow:
    1) From the SPO Home page you can only create modern Team Sites or Communication Sites. From the SPO Admin Center you have two choices:
    1.a) Use the Old SPO Admin Center that does not provide the ability to create a modern SPO Team Site or a communication Site. In this Old SPO Admin Center, any modern SPO Site or communication site is not displayed by design
    2.a) Use the new SPO Admin Center that allows you to create both kind of sites and also classic ones. In the new SPO Admin Center modern SPO sites and communication sites are shown.

    2) I have already answered this in my answer to 1)

    3) No, Office 365 Groups are only created when you choose the modern team site template. When you create a Communication site, a Group is not created

    4) Group Membership and SPO security are different things...when you add a user as owner in the SPO site, you are not adding him/her as owner in the Group if you are using the site security configuration...however, if you are adding him/her in the Office 365 Group as owner, he/she is becoming an owner in the site
