SharePoint online permissions issue / list

Hi, 

We noticed a strange issue with a list in SharePoint;

We use a list in SharePoint where we add Group-based permissions to items via flows. 

Basically, we would add a group to a list, and than via flow set the new item permissions accordingly. 

Adding new groups would not allow automatic rights to all previous items. 

What is now happening is that adding a new group to the list automatically allows rights to all previous items.

What I also noticed that the groups added previously (that worked well for us) have permissions set to:

The new groups have:

Contribute

We cannot manually select limited access for the new groups, the option does not exist.

Any ideas?
