SharePoint Online: New SharePoint Site in Office 365
2. Both are modern SPO templates. A modern SPO Site is connected to an Office 365 Group so you will have a Planner Plan, an EXO mailbox for the Group, an EXO Calendar and also you could create a Team from this Group in the future. With a communication site you don't have any of these features
3. Simply don't use it. While it's possible to create a site from a template, this is not the way to do it today. You can use existing site templates and enrich them with site scripts and site designs

Thank you Juan for your recommendations. Yes, you are right the top level site is the way to go in today's world. I have found this great blog posted by 'Stephanie Donahue' just thought of sharing in this thread so that it will be useful for other community users.

However, regarding my third question as per my original post about the creating the site collection using the WSP template. Do you think is it worth checking with my vendor who provided the WSP to confirm with them if that is created using the Modern SPO Templates? Or you think creating a new site collection using Modern SPO WSP template is not feasible and the way forward is only to create a new site collection using either Modern Team Site or Communication and apply configuration manually at the moment?

- Oct 07, 2018My recommendation here is to avoid WSPs in SharePoint Online, so yes, either use a modern team site or a communication site and apply your configurations later. You don't necessarily need to apply them manually, you can automate the configuraitons to be added with Site Scripts and Site Designs or with PnP

1. What are the implications if we create the Site collection from WSP in SharePoint Online? How it could impact to users now or in future?
2. What are the implications if we create Sub Site from the WSP in the new site collection modern team site or communication site? How it could impact to users now or in future?
