SharePoint Online Document ID

Good Day

Does anyone have an idea as of why the Document ID site collection feature is not enabled by default on SharePoint Online site collections?  Most of the new sites we create are classic or modern team sites and have been founding users asking for the Document ID in being available. They find Microsoft resources talking about this capability unable to figure out how to enable it.  In our tenant we are not granting site collection administrator rights to customers due to compliance related reasons.  Is there perhaps some concerns of doing so?
