SharePoint online auto prompting users to tag content

Hi,

Using metadata tags is the most dynamic way to orgainise content. However in SharePoint online users are not being prompted to do so when uploading a document, thus many colleagues fail to do so. Why has Microsoft disabled this feature and are there any plans to re-instate it?

Folders are not the optimum way to manage content so I hope Microsoft are not reverting to folders as the preferred solution. We have spent a lot of effort creating a taxonomy for users so are committed to using metadata.
