SharePoint Online - Allow Map Network Drive (Webdav) but deny OneDrive

Hello,

we are facing the problem, that we disabled offline sync / open with explorer on our tenant, therefore noone can map a webdav connection with windows explorer anymore aswell, because this obviously also closed the webdav option.

Any ideas how that could be achieved?
