Sharepoint on Premise Search Issue

I have having issue with my Sharepoint on prem 2016

1. First search issue is not working > this was resolved after i run PSconfig

2. Intranet site have carousel and some employee directory sites. However, on client using Chrome, Edge or IE doesnt appear and not error show up. But on the SP-APP server it shows no all sites. ?

3. AD RMS cannot connect throwing me MSIC.dll is missing > i search possible issue but no hope.

I can view the cert of ADRMS via browser in APP server no issue just IRM wont connect.

Please help.
