SharePoint Modern Page Quick links web part missing Layout option?

Hello,

 

I am looking to create a modern page as a new Home Page for my existing team site that has Oslo layout. However, with modern page no matter what layout is selected, it always display the links on the right side not on top. 

 

I think something needs to be updated in master pages. I am not sure what exactly will it be.

 

Any help how it is possible is much appreciated?

    You are probably right and this might be the reason why modern pages fits better on modern SPO sites

      It might be but is there any way, I can configure the modern pages to have similar look and feel as specified in the site settings?

      I want to use the modern page as Home Page for the classic team site. However, it always show the quick links on the side not on the top.
