Sharepoint Mobile App "Permission Denied, We couldn't create a sharing link"

All of our users when using the sharepoint mobile app are unable to share links. Regardless of whether it is a file or folder, they get the following error:

"Permission denied. We couldn't create the sharing link. Try again later.: <file path>"

Does anyone know what might be causing this?
