SharePoint Lists and Flow

Is it possible to utilize flow to suggest other list items similar to a help menu?  We use lists for support tickets.  For example a user will submit a ticket (list item) > flow then sends an email with info pertaining to the issue.  Is it possible to use flow and metadata to suggest other solutions?
