SharePoint List Web Parts - New UX
The new New item entry is another way of opening the standard SharePoint list form. It is shown because the current user has permission to add items to that list. There is no supported Web Part setting that hides only this title-menu option while still allowing the same user to create items through the normal list form.
If the goal is only to reduce visible controls on the page, edit the List Web Part and turn off Show command bar where that option is available. However, that is only a visual change, not a restriction. Users could still create items by opening the list directly if they retain Add Items permission.
To prevent direct entries properly, use list-level permissions. Create a custom permission level based on the access users need, but remove Add Items, then apply it to the list after stopping permission inheritance if necessary. Once users no longer have permission to add items, the New item option should no longer be available.
One important point is that a Power Apps form or Power Automate flow that creates items using the submitting user’s connection will also fail after Add Items is removed. In that case, use a separate submission list, or have the approved process create the final item through a controlled account or flow.
