SharePoint List User Permissions - Prevent Deleting
Is there any way to prevent a user from deleting items but still allow them to add and edit new items?

Yes, this is easily done by creating your custom permission group in SharePoint Online.
Then adding a new SharePoint security group that uses the permission set that you recently created. When that is done, add the right members or group to the recent created SharePoint Group and it should work as expected.
