Sharepoint List prevent user from granting access to items

I currently have a sharepoint list with unique permissions set at a folder level. 

Each user has contribute access to their folder where they can view/create/edit/delete items in the list belonging to them. 

Is there a way to prevent users from granting access to items within their folder? Ideally if they would like to grant access to someone else a request would need to come to the list admin. Is this possible?
