maybe you should test several options like these two:
1) Upload the single PDF from your desktop into that library. If you can open the PDF File without issues, maybe the problem is in your Adobe Acrobat Reader DC installation or in the Creator's /Author's App.
2) Are there any restrictions from that internal or external source, where the PDF comes from? This has got to do with the SharePoint Admin Center settings, I guess.
